C CANDOR Our plan · International · roadmap, not current availability

Built for U.S. law firms. Engineered to travel.

Candor's engine is jurisdiction-agnostic. Its legal substance is not. Here is the honest path to Dubai and the EU, each market earned, not relabeled.

The rule we won't break

We won't claim a jurisdiction we can't back.

A market becomes “available” only when its own citation sources, bar rules and data law are real in the product, never by relabeling a U.S. page.

What moves, and what gets built

The engine travels. The law is local.

Most of Candor is jurisdiction-agnostic plumbing that ships anywhere. The part that makes the record mean something is real work per country.

Travels as-is · the engine

Already jurisdiction-neutral

  • Confidentiality screening: client detail caught before it reaches the model
  • The tamper-evident record: append-only, hash-chained, exportable
  • The AI workspace: plug in your own model, ask it inside Candor
  • Attorney sign-off: tied to the verified person, not a typed name
  • Reports & export: the artifact, sealed or readable
  • The pluggable verification registry: new corpora slot in as adapters
Built per jurisdiction · the work

Real engineering & legal mapping

  • Authority corpus: the courts and statutes a country's citations are checked against
  • Conduct-rule mapping: local bar & ethics rules, the way ABA 512 is mapped in the U.S.
  • Regulator & insurer framing: who asks the question, and in what form
  • Data residency & privacy law: where the record may live, and under whose rules
Two markets, in order

Dubai first, then the EU.

Both chosen for the same reason: an English-working, governance-minded legal culture where the "show your AI use" question is already arriving.

Target · DIFC first · not yet available

United Arab Emirates

Legal system
DIFC Courts run on English common law, the closest system to the U.S. model, and the natural beachhead. Onshore UAE is civil law.
Verify against
DIFC Courts judgments; UAE federal legislation.
Conduct rules
DFSA & DIFC Courts conduct rules; UAE advocate regulations.
Data law
UAE PDPL; DIFC Data Protection Law.
Why first
Common law, English-language, and a dense market of international firms already primed for governance.
Target · member-state pilot first · not yet available

European Union

Legal system
27 member states, mostly civil law, each with its own bar. Entered one state at a time, not "the EU" at once.
Verify against
EUR-Lex (EU law); national case-law databases; BAILII for common-law-adjacent work.
Conduct rules
The CCBE code plus each member state's own bar rules.
Data law
GDPR & data residency: EU-region hosting. Candor's screening is a GDPR asset.
Why now
The EU AI Act is putting the same "prove your AI governance" question to firms.

This is a roadmap, not current availability. Candor is live for U.S. law firms today; no other jurisdiction is available yet. We'll say "available in a country" only when the work above is done for that country.
